Advisory Board consists of practitioners, domain experts, academia, members of civil society and senior functionaries from the Secretariat. The Board supports the Secretariat and the Governing Council with domain-based and felt-need-based inputs.
U K Sinha
Former Chairman, SEBI
Indian capital markets never had it better than when U K Sinha was at the helm of the corner office at SEBI. His tenure as Chairman, SEBI is marked by the wide ranging market reforms. He ensured that the regulator shifts its focus from surveillance to supervisory. In regulatory changes, his tenure at SEBI saw the strengthening of insider trading rules, listing and delisting norms and a widened definition of an insider.
The market regulator, which had become a beehive of activity under his leadership, expanded its territory as a market developer, reworked and re-examined the SEBI Act to effect more than 50 amendments—a bold and unprecedented move that added dynamism to the regulator—cleaned up the primary markets and opened the Institutional Trading Platform (ITP) for listing of SMEs. The SME success story in the Indian market today is reflective of the regulatory support—all Sinha’s doing. He is also credited with allowing Real Estate Investment Trusts, Infrastructure Investment Trusts and municipal bonds.
Given his commitment and passion to see the SMEs grow, he is now heading a committee constituted by RBI to making suggestions for long-term solutions for economic and financial stability of the sector.
Dhanendra Kumar
Former, Chairman CCI, ED World Bank & Secretary Government of India
Mr. Dhanendra Kumar was the first Chairman CCI. He was instrumental in setting up its enforcement machinery, regulations, systems and procedures, and steering the Commission in its initial years of existence ( 2009-11), specially its M&A regime.
On completion of his term in CCI, he headed the Experts’ Committee to frame the Draft National Competition Policy, and suggesting amendments to the Competition Act, 2002, He also Chaired the Committee of experts of the Ministry of Housing to suggest regulatory reforms in the real estate and housing sector.
Mr. Kumar is currently advising, among others, the Indian Institute of Corporate Affairs (of Ministry of Corporate Affairs) as Hony Principal Advisor, and Chief Mentor for the School of Competition Law and Policy- the National Centre of Excellence in Competition and Regulatory Affairs. He is frequently invited to deliver lectures at NLU Delhi, and elsewhere.
Before joining CCI, Mr Kumar was India’s Executive Director at the World Bank ( 2005-09) where he also represented SriLanka, Bangladesh and Bhutan. He was also Secretary in Ministries of Defence Production, Transport, etc. He also served in Haryana, where he is known for development of Udyog Vihar, Manesar, and industrial development.
Deepali Pant Joshi
Former ED, RBI
Dr Deepali Pant Joshi is the former Executive Director of the Reserve Bank of India. She is a development Economist and a writer on economic subjects. Her professional responsibilities have included the Department of Currency Management, Legal Department and Premises Department. She was the First Appellate authority under the Right to Information Act, as well as the RBI nominee on the Governing Council of the Institute of Banking Personnel Selection (IBPS) and Director on the Board of Bharatiya Reserve Bank Note Mudran Private Limited (BRBNMPL).
Dr Joshi has also served as the RBI Regional Director of Rajasthan. Prior to her appointment as Executive Director, Dr Joshi was responsible for the Customer Service Department and Rural Planning and Credit Department.
Dr Joshi is a fellow of Harvard University Asia Centre where she did postdoctoral research in the areas of Finance and Economics. She holds a doctoral degree from the University of Allahabad and Law and Management degrees. She joined the Reserve Bank of India as a direct recruit in 1981 and has been with the Reserve Bank since. She has held several important professional responsibilities as Chief General Manager in charge of Urban Banks and Currency Management and administrative responsibilities at RBI Hyderabad. She was the Banking Ombudsman for the State of Andhra Pradesh and Principal, Bankers Training College and Director on the Board of Andhra Bank. Her previous professional responsibility was Chief General Manager in Charge of Rural Planning and Credit Department. She is a prolific writer and has four significant books to her credit. She renders faculty support to the College of Agricultural Banking and has lectured extensively at the IAS Academy at Mussoorie, at the Administrative Staff College, Hyderabad and at several Indian and foreign Universities. She has represented the RBI in several important International Conferences and is the India representative on the Financial Inclusion Expert Group of the G-20. Her policy interests lie in the area of welfare and development economics, law and currency management.
Gulshan Rai
Former Chairman, SEBI
Gulshan Rai is Former National Cyber Security Coordinator at the Prime Minister’s Office, Government of India.
Dr. Rai has over 30 years of experience in Information Technology, including e-governance, cyber security and cyber laws. He led a team to set up the National Watch and Alert System in India. Dr. Rai has over the years helped in the drafting of national policies on cyber laws and cyber security.
As the Executive Director at ERNET India, Dr. Rai was instrumental in setting up the first large scale education and research network in close collaboration with leading educational and research institutions. During his tenure, the project — National Knowledge Network — was designed and evolved.
Dr. Rai has represented India in official forums, bilateral discussions and negotiations in the areas of cyber security and internet governance.
K G Karmakar
Former Managing Director, NABARD
Dr K G Karmakar, PhD, was Managing Director of National Bank for Agriculture and Rural Development (NABARD). With over 30 years of professional experience as an executive in various banking and financial institutions such as State Bank of India, Reserve Bank of India and NABARD, Dr Karmakar has specialised in agriculture/rural credit, corporate planning, micro-credit, project management and rural infrastructure development. He has many publications to his credit such as: Agricultural Project Management for Bankers; Rural Credit and Self-Help Groups and Microfinance in India. He has published more than 60 articles related to rural credit and rural development, some of which has been presented in national and international seminars. He now Professor at SP Jain Institute of Management & Research (SPJIMR) for over 6 years, with a demonstrated history of working in the education management industry. Skilled in Business Planning, Banking, Entrepreneurship, Lecturing, and Venture Capital. Written over 147 published papers and 12 pioneering books on Microcredit, Fin. Inclusion and Rural Development
Deepak B Phatak
Former Professor, IIT-B, Mumbai
Dr Deepak B Phatak is Professor Emeritus at Indian Institute of Technology-Bombay, India. He graduated in Electrical Engineering from Indore and then completed his MTech and PhD in Computer Science. He is with IIT Bombay since 1971. He served in the Department of Computer Science and Engineering till January 2000 and was the Department head from 1991 to 1994. He also served as the first Dean of Resource Development for IIT Bombay from 1995 to 1998. He was invited to head the Kanwal Rekhi School of Information Technology set up in October 1998 at the Institute. He has been an eminent consultant and advisor to many organisations on various issues related to Information Technology. In the financial sector, he has involved in a major effort by Industrial Development Bank of India, and has been an I.T. advisor to the State Bank of India for several years. He has also been a consultant to several other financial and industrial organisations like Reserve Bank of India, Unit Trust of India, Industrial Credit & Investment Corporation of India, Life Insurance Corporation of India, New India Assurance, Rashtriya Chemicals and Fertilisers, L&T, Times of India, etc. He works on several committees advising Government departments on issues related to computerisation. Dr Phatak is on the boards of IDBI Bank, ISIL, UTIISL, NIBM, IDRBT, Bank of Baroda, and NIA. He has recently published an edited book entitled Infrastructure and Governance.
M Ramachandran
Former Secretary, Government of India
M Ramachandran, PhD and MPhil in economic planning from University of Glasgow, UK, is former Secretary, Urban Development to Government of India and Distinguished Fellow and Principal Advisor to the Skoch Development Foundation. He has handled several national and international assignments. He was the First National Officer selected to be on deputation to United Nations Development Program (UNDP), India during 1986-1992. He was Principal Secretary, School/Higher/Technical Education in Uttaranchal and Principal Secretary to the Chief Minister before elevation to the position of Additional Chief Secretary & Infrastructure Development Commissioner and the Chief Secretary. He was identified as the “Infrastructure Man” in the state of Uttaranchal where he took several new initiatives including public-private partnership projects, lining up $1 billion Asian Development Bank assistance for the Power, Road and Urban Sectors, $120 million World Bank assistance for the Drinking Water sector and so on. As Secretary, MoUD, he steered the implementation of Jawaharlal Nehru Urban Renewal Mission (JNNURM), in addition to many other city reform programmes. He has authored six books, the three widely acclaimed ones being: An Alternative Approach to Project Planning in Public Works The Indian Context (2009); Urban Renewal and Policy Response (2009) (edited by Sameer Kochhar); and, Metro Rail Projects in India (2012) published by Oxford University Press.

He specialises in Rural Development, Natural Resource Management, Rural Livelihoods, Poverty Alleviation, Watershed and Drinking Water, Governance, Decentralization and People’s Participation. A member of Indian Administrative services (IAS), Dr. Saxena recently retired as Seceretary, Planning Commission, Government of India. He was earlier, Secretary, Rural Development and Director at Lal Bahadur Shastri National Academy of Administration, Musoorie.
Aruna Sharma

At State and Center she has visualized, worked and implemented successful programmes like SAMAGRA (a household wise common data base) used by all the individual and family benefit schemes, now implemented in 8 states. She drafted the National Steel Policy that gave preference to local manufacturing enabling complete revival of sector as she did for dairy in the past.

Mrutyunjay Mahapatra

State Bank of India is its country in microcosm. It is not only the largest but also touches lives of a majority of Indians. It is nearly impossible to reach out to half a billion people without leveraging technologies. SBI is a tech-savvy institution that is rapidly embracing digital banking. Mrutyunjay Mahapatra, its DMD & CIO is harnessing technology as a differentiator to stay ahead of its competition, maintaining an edge overall. All his efforts are focused on removing physical intermediation wherever possible.
Mrutyunjay personally has been guiding his team to adapt to change. One such example has been, post-demonetisation, he implemented a Banking Events Data Accelerator (BEDA_T+0) platform that brings in bi-hourly and daily positions, tracking each and every customer’s detailed account activities. He is a firm believer of staying on a state of high alert with robust firewalls, as it is his responsibility to secure the financial data and transactions. He is now targeting to utilise technology to enable digital banking in rural areas with little or no access to telecom networks.
Ajay Shah

Dr. Ajay Shah studied at IIT, Bombay and USC, Los Angeles. He has held positions at Centre for Monitoring Indian Economy (CMIE), Indira Gandhi Institute for Development Research (IGIDR), Department of Economic Affairs at the Ministry of Finance and National Institute for Public Finance and Policy (NIPFP). He does academic and policy-oriented research on India, at the intersection of economics, law and public administration. His second book, co-authored with Vijay Kelkar, is “In service of the republic: The art and science of economic policy”, and was published in 2019 by Penguin Allen Lane. His areas of focus are macroeconomics, finance, health, and technology policy.

Dr N Vijayaditya, PhD in Information Systems from University of North Carolina, was DG, National Informatics Centre. He was responsible for supervising implementation of several e-Governance projects at the Centre and States. He was also Controller of Certifying Authority and worked extensively on developing security systems including digital signatures. He has done research in Pattern Recognition and Information systems and has been deeply involved in drawing the IT roadmap for roll out of GST.
Shefali Dash

Dr Shefali Dash is Former DG, National Informatics Centre. She is PhD in Physics. Planning & Implementation of MIS and Decision Support Systems, development and implementation of e-Governance programmes, informatics development services and setting up of computer centres have been her forte. She has Implemented a number of national level projects like Rajiv Gandhi National Drinking Water Mission Computerization and Project Arrow.

As the first woman to become Director General of Police in U.P., she founded and led the U.P. Police Mahila Samman Prakoshth (MSP), an award-winning police unit, for protecting and empowering over 14 crore women and children.
She served as the Chairperson of the Internal Complaints Committee (ICC) of UP Police, the second largest police force in the world, and as Advisor (Security) to GAIL India Ltd.
Her work has been commended internationally by the Govt. of UK, INTERPOL & US Department of State. She was recognized as an “Indian Woman Leader” by the British High Commission and was the only Indian invited to address the INTERPOL's ISGCAC'17. She also served on the Govt. of India's Micro Mission 07, to develop national policy for gender equality.
She has been awarded the Indian Express Devi Award, MSME/BRICS Women's Leadership Award, FICCI FLO Outstanding Police Woman Award, WEF Iconic Women Award & the HT International Women's Day Award.
Ms. Sanyal is a former Member of the Advisory Committee of CARA (WCD Ministry) and works as an independent consultant to Kailash Satyarthi Children's Foundation.
Bhaskar Pramanik

He recently retired from the Board of SBI, India’s largest Bank. He retired as Chairman of Microsoft India in September 2017 after a successful 45 years career in the technology industry. Before this, he was the Managing Director of Oracle Corporation and Sun Microsystems in India. He was also the Global VP for Commercial Systems at Sun Microsystems Inc based out of Menlo Park, CA.
He is currently an Independent Board member and Advisor to companies. He advises startups and has also invested in a number of them. He is also on the Advisory Board of Schulich University, Toronto, Canada, and Bennet University, Noida, India. He speaks regularly at Industry and Leadership forums.
His major interests are in areas of Culture and Strategy; Leadership and Organization Excellence; Corporate Governance; Innovation and Transformation; and the future social and economic impact of Advanced Technologies.
